Kage Availability

I think we should close down any village that doesn't already have a kage and wait to fill up that village first.

Also, high ranks should only be given to those who have extraordinary apps. Extraordinary being anyone who puts the time and effort into making the app the best it can be the first time around.

Personally, I think everyone starts at genin (So remove the rank thing on the template) and you fight your way up. I also think that all villages excluding:

Sand
Leaf
Yami
Oni
Sound

Should be closed down. Considering the fact that those are the only ones with leaders, and we dont need everyone as a kage. We want at least 5-10 people in each village... that way we can have an epic WAR

P.S. As both meikage of Yami and orokage of the sound, I am making the sound a vassal of the yami.

This is a good idea and all, but some people just take their application and copy it over six or seven different sites. I would hardly call that hard work, in my opinion.
