This is a technique that causes a mutation in the clan member's body from birth, causing it to have wings that will grow with the body. These wings require a active activation, meaning you can't drop the baby out of the window and the wings will come out.
The wings allow for swift aerial travel and dexterity, allowing the clan member to fly at forty miles per hour maximum for up to three treads. The wings do not interfere with fighting in combat (techniques may be performed in the air)
Clan History:
The Kyuui clan has always been peaceful, and for their beliefs about peace, have been kicked out of the villages. They were always trained in the shinobi arts, in case they had to keep the peace between the villages. Many arguments have been made, and some revolts have occured throughout the centuries, however, their stand has never truly faltered.
The Kyuui clan learn shinobi techniques much more rapidly than any other clan does, however, they do not use their skills except during training, which they do not require much of. Their wings allow patrol over the skies, making them excellent scouts, and allow them to maintain peace throughout the villages, knowing that they play a role in their decisions to go to war.
This clan is a wind-based clan, and there has not been any other shinobi in the clan with a different base element. For their second element, they do not have a specific, but it has been common found that Earth or Water techniques have been second elements for Kyuui shinobi.

Character Bio:
Tenka was named by a prophecy made by a traveling gypsy that one day, the son of his parents would bring peace throught the world. His parents named him "Decent from Heaven" because they believed he was the final answer to their problems with the nations. The word spread out quickly that the child would bring world peace, and the clan all wanted a part of his training.
Tenka accepted the clans beliefs about peace, and was even a bit more stronger on his beliefs on peace than the rest of the clan. Soon, he had gotten to the high level of shinobi that all Kyuui clan members achieve, however, he had a different idea of how to achieve peace.
Tenka stated his idea that if all the clan members became kages of the villages, peace could be achieved, however, most of them denied this. Disgusted that his own clan would not listen to reason, he went to the nearest village, the hidden mist village, and became the Mizukage.
His clan was in outrage. The "prophecy child" was gone from their clan, to become the Leader of a Village, which caused all the war in the world. Some had half a mind to attack the mist village, but did not do so, knowing that it was against what they stood for.
Tenka quickly drew peace treaties with all the other countries, offering his help in times of war to help end the wars. Tenka believed that if people stopped attacking the major nations, then the minor ones would give in as well. He was a quick sucess, soon, all war had deminished. But then the akatsuki came to his village for a bijuu, sealed in one of his village members.
Tenka fought the akatsuki, eventually driving them off, through bluffing and fighting had he won, and if the akatsuki members had continued, they probably would have killed him.
Tenka knew this, and trained harder, developing his own new techniques. By now, he was at a ridiculous age to have been hokage for two years, twenty years old, but neither his villagers nor other villages criticized him on his age, in fact, most were impressed at his skill.
