Range: (How far it goes, self for the target of the technique being the user, and none being a melee attack)
Description: (A brief description of the technique, roughly three lines minimum)

Genin may not have more than one B-rank technique maximum.
Chunnin may not have more than one A-rank, maximum.
Jounin may not have more than two S-ranks, maximum.
Sanin may not have more than five S-ranks, maximum.
Kages are not limited by jutsu type or numbers.
